How We Work

PROMISE is structured into six interconnected Work Packages spanning 36 months (March 2025 – March 2028). Together, they form a comprehensive framework for reducing car dependency through micro-mobility solutions in the 15-minute city context.

WP1

Project Management and Communication

M1 – M36 Lead: Dalarna University

Oversees the entire project lifecycle including coordination among 14 consortium partners across 5 countries, financial management, risk mitigation, quality assurance, and both internal and external communication strategies.

WP2

Intervention Framework and Behavioral Transformation Guidebook

M2 – M28 Lead: Smart Innovation Centre

Develops a multi-stakeholder collaborative planning framework integrating behavioral science to guide micro-mobility interventions. Creates the Behavioral Transformation Guidebook with strategies for promoting sustainable transport choices.

WP3

Micro-mobility Decision Support Tool (MDST)

M10 – M30 Lead: Aalborg University

Develops a GIS-based decision support tool that helps urban planners identify optimal locations for micro-mobility infrastructure, hubs, and services. Incorporating technologies such as Machine Learning (ML) and Geospatial Artificial Intelligence (GeoAI) to provide actionable insights, thus accelerating decision-making and promoting micro-mobility for car reduction. accessibility modeling for evidence-based planning.

  • T3.1 Comparative analysis of the state-of-the-art of Decision Support Tools (DST)
  • T3.2 Collaboration with WP2 to identify the diverse needs of policymakers and stakeholders in the pilot cities
  • T3.3 Cooperate with municipalities via WP4 and use open Street Map (OSM) resources to acquire a wide range of geospatial data
  • T3.4 Based on T3.1, T3.2 and T3.3, design micro-mobility and logistics networks with focus on database, user interface and interactive futures
  • T3.5 Development of an interactive Micro-mobility Decision Support Tool (MDST)
WP4

Co-Creation Living Labs with Targeted Pilot Demonstrations

M12 – M32 Lead: BraΘ™ov Metropolitan Agency

Implements real-world pilot demonstrations across five Living Lab cities: BraΘ™ov (cargo-bike logistics), Osmangazi (first/last-mile connections), Rethymno (tourist mobility), Bochum (short-distance delivery), and Cologne (inclusive cargo-bikes).

  • T4.1 Operationalize living labs using collaborative frameworks formed in WP2
  • T4.2 Execute five targeted pilot demonstrations across different urban contexts, each designed to tackle specific challenges related to reducing car dependency and advancing micro-mobility solutions

WP5

Impact Assessment and Project Evaluation

M20 – M33 Lead: Dalarna University

Evaluates the environmental, social, and economic impacts of pilot interventions. Develops a comprehensive assessment framework measuring modal shift, COβ‚‚ reduction, accessibility improvements, and stakeholder satisfaction.

  • T5.1 Establish a procedure for evaluating the project's impact, primarily linking to the outputs of WP2, WP3, and WP4 both qualitatively and quantitatively
  • D5.2 retrieve the data and information collected mainly in WP4, WP2, and WP3 (interviews, workshops, the layers of city and transport connecting to the MDST, data in the pilot demonstrations, traffic flow analysis)
  • D5.3 project Impact Report featuring metrics related to modal shift, environmental benefits, accessibility improvements, and stakeholder satisfaction
WP6

Dissemination, Exploitation, and Knowledge Hub Integration

M24 – M36 Lead: Dalarna University

Maximizes project impact through strategic dissemination to academic, policy, and practitioner audiences. Integrates all outputs into the DUT Knowledge Hub for long-term accessibility and facilitates knowledge transfer to other European cities.

  • T6.1 Develop a multi-channel dissemination strategy targeting urban planners, policymakers, industry experts, and the general public to maximize the project's visibility and impact
  • D6.2 Stakeholder engagement in each partner city to facilitate the practical application of project results
  • D6.3 Produce and distribute policy briefs and technical guidelines to assist other European cities interested in adopting micro-mobility solutions developed in PROMISE
  • D6.4 Active integration with DUT Knowledge Hub to share insights and collaborate on the strategic development of transition pathways
